I hate to tell you, but you aren't going to find a shelter dog free anywhere in the country. Shelters always charge a a fee, even if it is small amount.
ADD:
You might have more luck looking in your local newspaper, Craiglist or asking friends.

Check out petfinder or your local aspca, but i will tell you that you won't find one for free. You can check the newspaper for free to god home dogs, that people have found or are wanting to dump for some reason. But shelters charge something. THey have to pay for the electricity food, vacs, altering a dog and anyother vet bills somehow. Plus many people feel that if someone gives something for a dog they will be more responsible. If they get it for free they might just set it out @ the first sign of a problem, or may not be as responsible w/ it.

Sheltered dogs have a fee to cover spaying/neutering costs, vaccination, and in some areas micro-chipping. Check your paper for free pups usually found near the classified ads. Good luck.

There are fees involved with adopting shelter dogs, too. Some charge for the immunizations and to spay or neuter.

You are not going to get one free. They have to recover some of their costs, which usually includes, vaccinations, spaying/neutering, etc. If you are unable or unwilling to pay this small amount, then you don't need a dog, because there are a lot of expenses that come along with owning a dog.

Bottom Line: If you are looking for a "free" dog, then you ought not to have a dog anyways. Dogs require care and care means money spent on them. Wait until you are dedicated enough to give him the care required!!
