As has been noted, it was Kent State in May, 1970, The troops were Ohio National Guardsman who were not trained for riot control and for some stupid reason were issued live ammunition. They panicked, kids died. Very sad time in America.

Nixon had nothing to do with it. Ohio Governor James Rhodes ordered the troops to Kent State's campus after the ROTC building was fire-bombed.
It was a terrible tragedy with plenty of blame to go around.
