First theory: he found you attractive, but was too shy to come strike up a conversation with you.
Second theory: he was an undercover cop trying to decide if you fit the description of the murderer he is after.
Third theory: he was staring because he found you so incredibly ugly he was amazed and fascinated.

usually when i stare at a girl it usually means they look so pretty then i think they will turn me down because im not that attractive and i like them but i was just to damn shy to say any thing to them
