No. If your "instrument" meaning your vocal chords are healthy, you can get a good singing voice by studying with a reliable teacher. Singing is a skill. Like any skill, you can learn it. Like any skill, a good teacher and lots of practice gives you results.
Singing requires learning to control the breath and the muscles involved, especially the diaphragm. Singing requires that you learn where to "place" the voice in the head for maximum resonance. Singing requires that you learn to use the soft tissues in the mouth to affect the tone. In short, it's work.

no, it would only make matters worse. any tinkering around in that small space is only going to do damage and create scar tissue.
