The most efficient way to paint metal is to use a two part epoxy
you can get it and all the info on it from any paint store
I am a painter so trust me it's the cheep est at Sherwin Williams

Islandboo is right on. You can check with Home Depot or Lowes as well. The base metal has GOT to be clean. Once you prep it, finish it. Don't let it sit around.There will be flash rust within minutes that you can't see (aluminum will oxidize, not rust). Use a primer designed for whatever metal it is (Steel will require a different primer than aluminum).

rustolium is good. but for a really resistant finish you need some kind of tnemec or aircraft paint (the name of it escapes me, i really should wear a resperator when i am painting) it is a two part kit, very expensive, but tough as nails. ... EMRON that's the ticket.
wear a resperator with this stuff it will turn your brains to cottage cheese.

sand with a fine paper(120 grit), wet or dry,: 2 coats primer (krylon):three coats outdoor paint (spray or brush)
