To be safe and as a web developer, I would do 16-bit (65,000) colors because WebTV's can be on a regular tube, lcd, dlp or plasma tv's. HDTV's will display up to 16.7 million colors.

HDTV's are similar to computer monitors which typically have 24 bit color which is 8 bits per red, green and blue pixels. The contrast ratio measures the white to deepest black and a contrast ratio greater than 1.000 is found on better quality monitors and TVs.
