To spread moisture on his nose. It could be a, not so pleasant, symptom of some other problem in a different situation, it occurs to me, but then is your dog healthy aside from moistening his wet nose?

Dogs probably lick their nose to keep it wet. Dogs need wet noses to live.

because they can.... no, seriously, dogs rely a lot on the sense of smell. maybe the licking helps clear the nose or something...

To keep it moist. The more moisture the better scent-receptivity, and they don't produce much moisture up there. They lick to keep it clean and hydrated.
