It's italian, but a bad italian said (or written) by a non- italian speaker.

I don't guess any meaning.
Ciao la signora =correct "Ciao signora"=Hello, Madam
come lei fa?=correct "Come sta?"=How are you
or may be="Cosa fa?"=What are you doing?
"Chi indovina" = Who guess
"eha di ritorno" meaningless

hello miss, how are you doing? (formal tense) who guessed your return........
makes sense, but "ritorno" means i return, soooo---

maybe: hello to the miss's, how are you? who guessed the age (age = eta'-----is that what you meant?) that i return?

have to go by its overall context----
