they still make old style bugs in the 3rd world countries :(

The answer depends how badly you want this done, You may have to modify the motor mounts because most rear wheel transmission are attach to the engine at an angle (4 degrees tilt). Next is the bell housing, assuming the clutch andflywheel are compatible. I used to have a 72 olds toronad which is a front wheel drive and I can theorize that it can be switched to my '73 olds cutlass. With his new cars, I wonder if you have to mdify the exhaust pipes or not because of he CAT converter emission and location of some of the fuel lines. I would say in the older cars, its ok.

The current VW Beetle is a front engine front wheel drive car and the engine is water cooled.
