Honestly, you are not going to get anything drinkable from the Champagne area of France for that price. A good low price champagne popular with restaurants for combining low price, good taste, and a pedigree is Veuve Clicquot's yellow label which starts at $40 if you shop around.
However, there are some great sparkling wines coming out of the Napa Valley in California that use the 'methode Champagnoise' but don't call themselves Champagne as a matter of respect. I'd look for something from Mumm or Domain Chandon. I've visited both and quality, price, and product are all excellent and priced about right for your budget.

what ever u buy remember that real champaine must come from the champaine valley in france, none of them are cheap . try the american wantabe great western brut this has a good taste that u cant go wrong with it

Mumm's the word in cost effective, good champagne but why not invest in something tasty as well as bubbly
ASTI SPUMANTI will win you friends at every party and a bottle of Martini and Rossi will only set yu back around $13 bucks.

Freixenet Cordon Negro.
It's Spanish, compares favorably with sparkling wines that cost twice as much. You can't miss it - it comes in a black bottle.
Korbel is a pretty good balance of price and quality, as well.
Just so you know -
Brut = desert-like dry
Extra Dry = some sweetness - this is my usual choice

Everyone beat me to it, but I'd go with Mumms, hands down. I've loved it for years. It runs about $17-$19 a bottle here. (The DVX is higher)
