If a state doesn't have an income tax, then there are no returns to file for that state.

Not all state have an income tax. Of those that do, some require a return even if you have no income, others only require a return if your income exceeds a certain amount. I don't know where to hind a single list. For information about a specific state, search for '(state name) tax' using any Internet search engine. one of the 'hits' should be the official site of the states tax authority.
Wayne Z mentioned a book. If it was not published this year, it is most likely out of date.

Don't forget that some states have alternative sources of taxation. Florida, for instance, has an intangibles tax. Anyone living there might find it conveneient to file that return (if required) at the same time as doing the federal. New Hampshire is commonly considered to be a non-oncome tax state but that is not strictly true. You will pay tax on certain dividends and, in that case, would have to file.

Not completely sure but I would think those states that do not have a state income tax would not require a state tax return to be filed.
Florida
Nevada
Wyoming
Texas
Alaska

It varies by state. Some states require a return if you have "any" income. Some states have varies other levels of income for requiring to file a return.
I have a list that is in a book, but I do not remember seeing anything online.
