I know I can drag the items up and down the list, but that's a pain. I can navigate to the Start Menu-Programs folder in Explorer, but it only shows a very few of the programs and folders. How can I get it to show all of the folders and programs so I can move them all around inside there?

Very likely you are looking at the Start menu programs under one user ID. Under "Documents and Settings" you should see your ID plus Administrator, All Users, and Default User. Some programs install their shortcuts under one or the other of these. You can drag all of them into your user ID Start menu folder.

HOWEVER, they will remain in alphabetical order. So if you want them in some other order, drag them around the painful way.
