You could solicit to bookstores and even schools to ask if they would donate to your activity. In your letter, let them know what it is you are doing and remember to inform them who will reap the rewards of this book festival (another charity or your own group).
You can explain in detail the purpose of your group and why you are having this activity in the first part of your letter.
Are there any local "mother's groups" in your area (search the local yellow pages for this) and see if they would like to help you in your endeavor to get books from vendors like the schools and bookstores.

Invite young aspiring authors to come and read their works for a small fee that would help to fund book festival every year make it small.
Then also ask for donations from the people that come to listen

I'm not sure exactly what yor saying but right now my co-worker is collecting donations of books that we can sell to raise funds for our organization and it's heavy dusty work but I think it will be a really good fundraiser. So we are all asking friends and family if they have books they want to donate and it's really starting to come along. Children and literacy is what is so important right now because so many children really don't read as much as they should or could afford to. Good luck to you

Go to other non-profit agencies for starting tips. Most social service agencies, especially state run, will be non-profit.
