Do you remember VHS tapes? Remember the quality difference between VHS and DVDs? It's the same thing. The down side to Blu-ray is that you won't notice a difference on a normal tv. You have to get a 1080 resolution TV before you'll notice any difference. If you have a HD TV, the difference is really noticeable.
Going back to my previous example, there is an obvious difference between VHS and DVD. However, if you were to play both on an old black and white tv, you'd never know the difference because the tv isn't good enough to support all the good things that come from DVD. You have to have a TV that supports Blu-ray, or you won't notice the difference.

Regular DVD - 9.4GB and 480p resolution.
BluRay DVD - 50GB and 1080p resolution
More storage and higher resolution. What does this mean?
More detail, better colors, better audio and more movie extras.
Being able to store 5 times more information on a media that is the same size is impressive and hopefully movie and software companies will find ways to take advantage of it.

Blue ray has more quality and can hold more information on one disc than a conventional Disc. It has capabilities for high definition video storage. It will be more expensive because it is more advanced than the conventional DVD.
