Honestly there may be no answer to your question without more info, do I think it is wrong to be in a relationship as BF & GF without having a kiss..?
No the guy maybe shy, he may have no experince w/ girls
or kissing so he is nervice, maybe he was waiting for the right time, maybe he has difrant morals...I do feel it is too late for that now that the two of you are no longer together.

Its not bad, its the best thing to happen in any relationship. Lack of intimicy on any level means no affection and a waste of time! Who had the brilliant idea of not kissing in this relationship? This kind of relationship is like two boulders sitting together. No movement, no intensity, no pulse....hahahaha
