i really want a cell phone but my mom said no, then she said she might. what can i do to get a cell phone,to get her to say yes

Does she let you go out? If so, you can explain her how important it is that you have that in case of an emergency. If something were to happen, you would have no way of contacting her or getting help. The phone could help save our life.
Something like that maybe!? When I was young, that's why my parent's bought me one.

get a job first, save up your cash, be responsible around the house and prove to your mother that you are responsible enough to have a cell phone.
