Define intelligent? Best speller? Best at finding vermin? Best at herding sheep? Best at writing essays on world politics? Best at differentiating between friends and foes? Best at detecting drugs in a busy airport? Best at detecting cancer in humans? Best at learning new tricks quickly?
Rankings of "intelligence" for dog breeds are silly, since intelligence is a subjective description.

According to the AKC, yes, its the Border Collie. You can check out the most intelligent breeds' at AKC's website. Most come from the herding group. The intelligence test also takes into account the willingness to respond to commands. So some breeds can be highly intelligent but due to their "hard headeness" might not be as willing to respond to commands.
Border Collies do have the ability to learn an incredible vocabulary for dogs. But they are very, very active and not a breed for just everyone.

Thats what they say but I think my Labs are smarter than my Border Collies were. Labs are one of the most used dogs in the service world, one is for their intelligence.

Most dogs are very smart. You just need to start to train them as puppys. It doesn't have to be pure breed. Just love your puppy. treat it well. teach him & give him a treat. They will learn. Just don't be mean. It takes time.
