The best breed for a person to own, varies according to many things. There are alot of things to take into account before getting a dog,and it should be based on research into your lifestyle and living arrangements. It should not be based on what breed has been good for another person, you want the right dog for you,not someone else.
Things to take into account include but are not limited to.
1.How big will the dog be when full grown?
2.How much exercise does the breed require?
3.How much grooming does the breed require?
4.Does the dog do well in apartments and small houses,or does it need more room?
5.What is the breeds temperament? How well does it do around children, other people, strangers, and other animals?
6.What health problems is the breed prone to?
7.How smart and easy to train is the breed? Is it good for first time owners,or does it need a more experienced owner to train it properly?
The more research a person does before getting a dog,the greater the chance they will have a well trained lifelong companion, instead of an unruly dog that ends up in a shelter, because you had no idea what you were getting into when you got it.
The site below is a good place to start,it gives a list of all breeds, and will help you answer the above questions.

Your family seems to want very different things in dog.
One wants a very small dog and one wants a watch dog.
Most toy breeds are not goood at being left alone for the whole day. They need more attention than that.
Terriers are not great with other small animals and are very busy dogs and need tons of exercise and can be tought to train.
Any dog is going to need to be trained so you can leave it home. If you are crazy busy a puppy is not for you as they can not be left alone for long periods.
As a person who does adoptions with a rescue I would not recommed a dog for your family until you can all come to some better idea of what you want in a dog and narrow it down to a few breeds that you would like to know more about.
Do some research and get with your family and see what fits into your lifestyle.

U see I think a Cocker Spaniel is the best dog 4 yall to choose b/c they don't get that big, don't eat a lot, don't wine a lot, mine good, and they will be good, but u have to train them really well too. See where I stay we have a Trade Day Center called Bonnie and Clyde and they sell dogs for the price of $100-200 dollars.

It is not fair to leave a dog alone for a full day. And you can't leave it in the house & you really should not leave it outside. Little dogs arn't good out side. If you want a dog and you have to leave it alone all day, take it to a doggy hotel. There are some wonderful ones. Petsmart has one. And their are private ones. Just check it out. but don't get a dog that will be alone all day. It's not fair.

If you want to end up with a decent pet for a dog then don't consider a dog if this time of year is "crazy" for you.
Unless you want a dog to be just backyard decoration then any breed of dog regardless of the age will take some time and effort to make it into a decent family pet.

A toy poodle. Ours is named Titan. He is 5 1/2 lbs. He took about 2 months to train, but he is really good now. We are really busy sometimes and he is perfectly content sitting on the top of the couch. But when its playtime, he is very energetic. His favorite toy is a hacky-sack soccer ball. He will play fetch with it for a good 20 minutes. He is a lot of fun and is great with our infant daughter. His best friend is the neighbor's cat Jaques. I think he cost us about $400.00.

WELL RIGHT OFF THE BAT I CAN TELL YOU THAT YOU SHOULD NOT PURCHASE A SMALL DOG OR THE CORRECT WORD WOULD BE "TOY DOG" TOY BREEDS ARE VERY NEEDY THEY NEED LOTS OF LOVE TIME AND AFFECTION TOY BREEDS ARE KNOWN TO BECOME DEPRESSED AND HAVE ANXIETY ATTACKS WHEN LEFT ALONE FOR MORE THAN 2-4HOURS AT A TIME SO LOOK INTO THE BIGGER BREEDS!!!! IF YOU WANT A MORE UNDERSTANDING PET!!!!
