Well there certainly wouldn't be any regulation AGAINST using them so it shouldn't be a problem, the only thing is how to get them and pay a decent price. Solar panels are still very expensive because the US government wishes to subsidize dirty oil companies instead of clean solar cell production companies. Since oil is so cheap, it makes solar cells more expensive in the market. If you find a seller you can buy enough panels (likely 4) to power a house, ship them to the Philippines, and install them. The thing is with the panels is that you need a converter to use AC power. It's a great investment and well worth the money. You can install a system and in a matter of a few years you will have saved enough money by not paying a power bill to install the panels and have money to spare.

Depends on federal regulations on energy consumption etc. I'd check it out with the local government office before attempting to install solar panels.

Yes you can but only if you have the money to do so and then only if you take that money to the supplier and offer it in exchange for the solar panels. It's really a simple transaction.
