Hot dogs are cooked, they are generally eaten heated. The only time you must heat them is if you are pregnant or have a weakened immune system as they may contain listeria which is can be very bad for a fetus.
Technically speaking it is only "safe" to eat steak rare if you char the outside. The only bacteria found in steak that is hazardous to human is e. coli. E. coli is only found in the digestive tract and is only introduced during butchering if the digestive tract is opened. (Which it shouldn't be). So the e. coli would only be on the outside of the meat, hense if you cook the outside before cutting into the inside in any way (like puncturing it with a fork) the inside would be perfectly safe. That being said I eat raw hamburger from the grocery store all the time, and always have. So does my husband and we have never gotten food poisoning from it. The only food poisoning I have ever had is from food court food and processed food (the last time it was a frozen dinner, and I was pregnant, it was awful).
Also I worked in a restaraunt so we saw all the food contamination notices and the more processed a food is the more likely it is to be contaminated. (I can't tell you the number of times kids lunch kits are recalled). Fruits and veggies eaten raw are also frequently contaminated due to improper use of manure as fertilizer.
Cooking generally changes the flavour. Though in some cases only slightly. However, in restaraunts meat that is past it's prime is saved for those who order it "well done" as once you char meat to death you can not tell how fresh it is. Cooking in broths, with spices etc obviously changes the flavour.
Toxoplasmosis can also be found in undercooked meat, particularly pork, lamb, or venison. This again, is generally only dangerous to pregnant women. And once you are infected once you are generally immune.
Trichinellosis is also spread by undercooked meat, though it is rarely dangerous.
Sushi may also contain parasites, though they are generally not dangerous.

Well I for one, will and have ate raw hamburger meat. I have done it for years. All I do it get a small amount of the meat with crumbed up crackers and mix it together with a little salt and pepper and eat it. As for my steaks, I eat them medium rare. Hamburger meat is the only meat that I will eat raw but with the crackers only. I can't eat it with out the crackers at all.

who do you know that eats raw beef or pork? you can, and probably will, get severe food poisoning because of all the bacteria that's in the meat. you can have steak very rare, but at least it's cooked at a temperature hot enough that it kills most of the harmful bacteria!

no hot dogs are cooked ahead of time so its like left over ham or turkey that was cooked but not cooked when snacked on or like pizza its cookied when from restaurant but left to eat cold or frozen chicken tenders or fries or onion rings or burgers

Yeah, there's all sorts of bacteria. And the modern human stomach isn't adapted to digesting raw meat which could cause problems. Plus, rare meat increases the risk of certain kinds of cancer.

seems like most of these people who are answering really dont know much about meat. yes you can eat raw meat...BEEF. there are various diseases associated with pork and poultry. as has been mentioned tartar is raw beef.

Hot dogs are fine. raw steak ground up is call steak tar-tar and can be ordered in fine resturants. Chicken and pork must be cooked or you will get very sick or die.
