An animal's tail is an extension of its spine. A cat's tail also helps with balancing the animal when it walks on narrow places. You might be messing with it's sense of balance or hurting some nerves.

My cat, on the other hand, asked me to pet his tail. He would situate himself just out of reach, with his backside to me. He loved for me to pull his tail gently.

Because it generates an unnatural uncomfortable feeling. Pet the cat the way he wants to be petted. Rub his head and face up and down without holding him. Let him move his head around to take the rubbing, scratching where he wants it. He'll take it, walk away, and return. Remember that cats come and go--mostly they go. Give him the message that he can always leave.
