I've taught numerous students with that name and they all pronounced it Do-gull ( as in gull the seabird). I guess it depends on your accent: they were all from the UK.

A bugler named Dougall MacDougall
Was so exceedingly frugal
He learned how to sneeze
In various keys,
Thus saving the price of a bugle.

One would surmise that it would be pronounced DOO-gle (rhyming with bugle).
