1 lb 8 oz is also 1.5 lbs = 24 oz

Technically, you should WEIGH out 24 oz. of flour to get the correct ammount for baking - as the measuring cups found in kitchens are generally for LIQUID measure only - but since you are asking how to break that down into cups: There are 8 ounces in a cup and 1 pound is16 oz. - so that would be 2 cups and then adding an additional 8 oz. would be another cup - so as the first poster said, 3 cups of flour.
