About two thirds of my neighbors have cats. THe rest, including me (I have a dog) don't. Well, in my neighborhood, the dogs stay outside chained up (except for mine). And the cats? THEY RUN LOOSE. Just now, a neighbor's cat went into my gardening shed. They all run into the non-catowners yards, doodoo, or mate with other cats and stuff. Many people I know who live here tell me I should do something. The cats are free. The 'hood is infront of the woods, and the cats come home and leave just as the please. The people practically don't own them! The catss just leave, have pleasure in the woods/our yards, do their thing, and come back home to eat, over and over again. What should I do??

The owners raise the kittens then sell them.

You I'm a cat person but they should not be letting them reproduce like that. You should talk to someone about it because baby kittens that are not grown up in homes become out of control also,it is bad to let them run like that.

You can call your local animal control; they can set a live trap for the cat(s) on your property, and impound any they trap. The cats will generally be kept for a certain period of time if they do not have tags; after that time, they may be euthanized or put up for adoption, depending on your local laws. Likewise, dependent on local law, the owners will generally be contacted if the cat is wearing an ID tag or has a microchip implant. If there is a leash law that is applicable to cats in your community, they will very likely have to pay a fine. If the cat is not up-to-date on its shots and/or lacks whatever the appropriate registration is in your community, the owner will have to pay for the registration and rabies innoculation as well as any applicable fine.
This may solve your problem. Please be aware that this may create tension with your neighbors, so it's something to consider very carefully before you ask that it be done. Also, many cities' leash laws do not apply to cats; if you are in a rural area, there may be no laws at all except for county laws, which tend place little or no regulation on cats other than a vaccination requirement.

You can call the humane society. They have humane traps and when they are trapped they will come pick them up and charge the owners of the cats IF they go get picked up. If they don't and they are nice they will be put up for adoption. If they are sick or feral (wild) and cannot be handled, they will be humanely euthanized.
If you know which cats are pooping in your yard and where they live, scoop it up and leave it on the front doorstep of the house they live at. My cat is an indoor cat only and is declawed. I think outdoor cats are awful. There are way too many owners who don't spend 100 bucks to get them fixed. Plus they spread diseases if they aren't vaccinated and then all the cats in the neighborhood are sick. And they mate like rabbits and in 1 summer you can have as many as 50 new cats in a single neighborhood.
Call the humane society. Some cities also have laws about taking care of your animals.

The cats shouldn't be running wild they sound as if they're uncared for. Have you tried talking to the owners? If that doesn't make any difference their are bylaws about cats running at large. Call your municipal office and make sure your dog is licensed and has all of his shots, because it sounds like theses cats aren't fixed so I can't imagine their shots are up to date.
It would be the best for the cats hopefully the owners will take better care of them or they'll be put in new homes. Good luck, stay safe.

If you are asking if it is legal for these cats to be running around unfortunately in most areas it is. But you really do need to find out the laws for your particular city.
Good luck!

most states don't have laws governing cats and cat owners. you might check to see if there's a cat coalition in your county and give them a call...they might have to come trap the excess kitties and find them more responsible homes.
