Littering is a fine means that if you throw trash and the cop sees you throwing than you will get a fine and fine means you have to pay money like 10$ - 100$.

well lots of people litter in america even though we aren't suppost to...but we don't get in trouble for it most of the time...
but at least we have more freedom then the other countrys so i am fine living in a place with freedom and trash on the street.
