No, Windows is not Unix based. Most of the earlier versions of Windows were based on MS-DOS. However, Windows moved away from MS-DOS with Windows NT. Operating Systems like Macintosh's OSX, however, are Unix based.

Yes and No, It is based from the operating system DOS where microsoft basically stole a little of this and a little of that and made their own. The directory strutcure comes from Unix root tree, but there the similarity ends since Unix was never designed to implement system external drives or GUI's.
