No. Just because the person knows the RULES of the language, does not mean that person knows the words or how to speak them.

Is knowing the rules for driving a car enough to drive it very well? The same applies to languages, all of them.

No. A person can conjugate verbs all day long, but if that person cannot speak the language, that's not going to do them any good. In order to truly learn another language, one needs to be able to speak and write in that language.

no, you have to speak it, read it, listen and write it alot. Most importantly know alot about its culture, proverbs and idioms. Also try to add atleast 7words of the language to your vocab each day.
Trust me it works.
