The answer is a.

While baptism was absolutely necesary for salvation, the matter of following the torah was not so clear. This issue was resolved in the council of Jerusalem when Peter and the Apostles granted permission to St Paul to preach to the gentiles and baptizing them without the need of either circumsition or of works of the Torah.

Baptism takes the place of circumcision (except that there is neither a male nor female requirement to be baptized) and circumcision happened when the baby was 8 days old. The baby entered into the Old Covenant on the basis of the faith of his parents and their promise to raise their child in the faith.

Since Baptism is what is needed for someone to enter into the New Covenant, the debate was whether they should wait until the baby was 8 days old or if the baby should be baptized right at birth. The early Church, guided by the Holy Spirit, made the determination that a baby could be baptized on the day of their birth based on the faith of their parents and their promise to raise their child in the faith of the Church.
