Arkansas does not have a "DMV". It has an OMV, which stands for Office of Motor Vehicle.
You have to contact the Special License Office to request same, and complete a Personalization Form (10-376).
The fee for a personalized plate is $25.

Generally on the front and back of cars.
However if you mean where can you get them.. go to the local DMV.
If you mean fake plates (accessory type plates) go to eBay or your local flea market.
