Yes, originally the Road Fund was set up to build roads, but like income tax which was originally started to fund a particular war, it soon became obvious to governments of all persuasions that it was a "nice little earner" (thanks Arfur) and soon became a source of "Consolidated Revenue"
I dread to think how much motorists (including commercial users) pay in taxation just in direct taxation such as Road Fund and Excise & VAT on fuel. It is unbelievable billions, of which only a very small percenatge actually returns to build new, or maintain existing, roadways.
I once heard a rather spurious comment from a politician along the lines of "do you think then that we should spend the money raised from taxes on beer to build new pubs?"
Government statistics may indicate the exact figures, but it is likely to be shrouded in mystique to avoid obvious detection.

originally car tax was called road fund duty (RFD).. became known as road tax. It was intended to fund road building, and did so for many many years. I dont know whne the RFD was subverted to become a source of general tax revenue, however the name was relatively recently changed to Vehicle Excise Duty (VED) I think that happened in the last 10 years

the governemtn also extorst money form the motorist through car duty (an amount paid on new cars upon first registrtation in this country), and the fuel duty & VAT (which applies to both Car sales and fuel + any repairs or maintenance

it all goes into a central pot of money so it can be hidden away neatly to disguise the fact that less than 10% collected goes back towards the roads.
