I got a dog from the humane society, he is seven years old and a very good dog. But when I put food outside of the ground for him he eats it all and when he is done he pees where the food was. I have never seen a dog do this before. He does not do this in the house, only outside.

Letting other dogs now that this is his food.
It's a dominance thing.

Normal I'm sure. Maybe he was rescued from living outside wiht other dogs etc.

It sounds like your dog is marking his territory. It is certainly marking behaviour within the home, and with the food bowl it is the same- he is telling everybody that this bowl is his. Is he neutered? Neutering can help to eliminate marking behaviours like this, but with such an ingrained problem you would really need to do a lot of training to help curb the issue after 3 years. Certainly do-able. Some of the things you can do to help your dog with his marking include: Neutering him, removing items that he will potentially pee on (remove his bowl after he finishes eating), don't give him access to water within the home (that way he can't fill up on water to pee on everything inside), keep him on leash inside, take him outside every half an hour to relieve himself, reward him when he goes to the toilet in an appropriate place, and punish him by picking him up and taking him outside for solitary confinement when you catch him in the act peeing in the home.

Well when he was in the humane society he was caged up so his food was where he went potty so you need to scold him when he does that or take him away to the other side of the yard and wait till he goes pee there.

He is marking his spot i hope you use a bowl out side to stop this put a leash on him when he is done eating move him to another place an let him pee there

Marking. He may have lived with other dogs that took his food and when he is outside he is afarid it well be taken from him so he marks his spot

he's marking his place so other dogs won't touch it...i got a dog and he does the same thing because he was jealous of the others

He probably has a bladder problem, i think the best thing to do is take him to the vet, best of luck
