Depends on where you live. If you live in Hawaii, Miami, etc it's probably not weird. But others in most other places might think it's weird because everyone else is wearing shoes. If the status quo is wearing shoes and you're the only one without shoes, you might be portrayed as "weird."
It is simple mannerism to wear shoes (or a shirt, pants, etc) out in public if you're going shopping indoors like Wal Mart or other similar public places. If you're at a home however, there's no problem.

It's uncommon, but not crazy or unsanitary, nor are there any laws against it. I've been barefoot for ten years, and while people give me strange looks sometimes it's no real problem.
Danger: it's possible to step on something but unlikely you'll get a serious injury. It's certainly less dangerous than high heels or platform shoes; a splinter is less serious than a twisted or broken ankle. Don't drag your feet and pay attention where you step, you'll be fine.
Unsanitary: Your skin is made to keep infections out. It's unlikely you'll get any disease from walking barefoot as long as you don't stick your toes in your mouth. You touch all kinds of things with your hands all day every day; pushbuttons, handlebars, railings, doorknobs, etc, etc. Then you touch food with your hands, you wipe hair out of your face, etc, etc. Diseases are far more likely to spread through your hands but do you ever see anyone wearing surgical gloves at the grocery store?
Unpleasant to look at: That's a personal problem some people have, but I always wonder what is so special about the tiny strap of a flipflop that suddenly makes it all okay for most of the complainers.
Cold: it takes some getting used to, but I go barefoot in the snow too. It's fun! Just watch for signs of numbness or frostbite when you aren't used to it yet, dress warmly from the ankle up, and don't go far from home without warm backup footwear just in case you do get too cold.
Against the law: No it's not! Contrary to popular belief, it's not against the law to go barefoot in stores or even restaurants. See http://www.barefooters.org/health-dept for letters from most states' Health Department stating that there are NO health department rules requiring shoes. Stores can make their own dress rules, shoes, shirts, they could require you wear a red clown's nose if they wanted to. But when stores post signs 'Shoes required by the Health Department' they are either misinformed or just lying to you.
Stores insurance requires customers to wear shoes? No it doesn't, none of the 1000+ barefooters of the Society for Barefoot Living has ever been able to locate an actual insurance policy requiring this. Another myth!

Who cares if it's weird. I say keep doing it. I go out in public barefoot always, including shopping. Some stores have asked me to or told me to wear shoes, so I just don't go back there to shop.
I see nothing wrong with barefoot. What I don't understand are all the people wearing stupid flip-flops and cheap sandals. NOBODY complains or thinks twice about that but that type of footwear provides little if any more protection than bare feet and they are often bad for your feet if they are worn out or ill-fitting or your gait is naturally incorrect.
I go out barefoot always. I see no problem with it. But I would not be caught dead with body jewelry sticking out of me in weird places or excessive tattoos.
Some places ban bare feet for unknown or ridiculous reasons. But there is nothing illegal or immoral or wrong about being barefoot in public.

It is not weird to be out in public for me personally, but for many people it is. Feet are often seen as one of the "ugliest" parts of the human body, and for this reason many people choose to keep their feet covered as much as possible. To answer your question, It is soley the opinion of an individual whether or not being barefoot in public is considered akward.

Stores have policies that people shouldn't go barefoot because it breaks codes that the stores have to follow. That's why so many have "No Shirt, No Shoes, No Service" signs. Feet are dirty and unhygienic. Not to mention that you could get injured or catch a foot infection if you run around without shoes. You can at least put some flip-flops on.

I am a Grandmother who still loves going barefooted! Unfortunately it's probably not the safest nor the most sanitary thing you can do. It's also against "the rules" to go inside a public facility barefooted!

I think barefeet are cool (if well looked after), but a LOT of people have hangups about their bodies and insist that all bits are covered at all times.
The "no shirt, no shoes no service" doesn't work in the UK, shopkeepers want to do business a bit more than nurse their hangups. - Mind you with our climate, it's usually academic anyway :)
ps: Jetgirl:- rude? unhygeinic? unsafe? Are you quite well? How in creation is a bare foot "rude" ? Unhygenic? A shoe is more likely to be covered in dogsh** than someone's foot - which tends to proceed a little more carefully.
As for your comment on rude - I wash my feet so they are clean, perhaps we differ there a little ;)

Not only is it weird, it's rude, unhygienic and unsafe. You should know better.
Unhygienic - you are totally correct that shoes are more likely to be covered in dog poop than bare feet. That is why people wear shoes! People who walk around without shoes are more likely to get that poop directly on their feet. That's why it's unhygienic.
Unsafe - similar to unhygienic, shoes protect our feet from dangerous things like rusty nails and broken glass.
Rude - You may not realize it, but your feet might smell or be really dirty. Other people don't want to look at or smell that.
