It means they need some excercise and some times also means that the cage is too small, get a bigger cage, the more they can roam about the best coat the birds will have, small cages will make them have a bad feather coat.

It means they're bored and are just trying to find a way to entertain themselves, i let my birds have at least an hour of outside of their cage time, or they just might be... dancing, i know, it sounds silly, but they're birds and birds just like to move around alot.

Well it can actually mean 2 things first they want out.
But it can also mean you startled them and they got scared, try being kind of quiet or when you enter the room try talking to them in a soothing voice.
