theres this guy i like..i didnt like him b4 but then he told me he liked me and for some reason i like him now lol..i sat next to him in one of my classes for like a week.thats when he told me he liked me..he says i remind him of this gurl named morgan he likes at his old school but he had to transfer..now sometimes when he sees me he says "hi morgan"(its not my name!).and always does stuff to make me laugh...he doesnt seem shy at all..so why wont he ask me out?! and why does he call me morgan? i kno its his crush from his old school but why would he call me by her name.

Maybe he doesnt know how u feel about him, so he wants to get ur attention by doing some funny stuff...and i think he calls u morgan because he is still having a crush on her...but he just want u to be her instead of the real her.....

Hmmm, then teasing him back is definately the root to go. Why don't you start calling him say, Robert, (assuming that's not his name.)
When you talk about a guy being shy, asking you out and talking to you are hugely different animals. But then again, your only 13, I'm gonna assume going out is pretty innocent here but in terms of the asking out thing, that may be why he doesn't ask you.
On the otherhand, if he's teasing you and joking around with you, he could still be flirting.

Write him a letter. Let him know that if he wants you to be Morgan, that will be ok for one night. But you're not her. You are you! It however would be fun to role-play with him. Tell him you've never done that before and it sounds like fun. But he has to let you call him __________ whatever your old crush's name was. That right there will lead to a relationship. A very fun one too!

Seems like he sees you as Morgan and not yourself. It's a psychological thing, I guess. He needs to see you as you, not just someone who reminds him of the other girl.
