Absolutely!!! Do not ever do that while you have a cold sore. Although they are two different viruses, one is Herpes Simplex I and one is Herpes Simplex II, they can be transmitted from mouth to genital contact or vice versa.
The virus is very contagious, so you should not touch a cold sore at all when you have one, wash your hands frequently, don't ever share chapstick or drinks or anything like that with other people. And absolutely no kissing or oral sex, you almost certainly will then give it to your partner.
There are really good treatments for cold sores now. There is the over the counter Abreva, but then there is also a prescription cream called Denavir that is very effective and oral medication called Valtrex that can limit the number of outbreaks and the duration and severity of outbreaks.

I got identified with genital herpes (type 2) about four years ago, whilst I was still in college and had a mindless one-night stand. I know loads of people say this, but I swear I had never done that sort of thing before. I just made a huge mistake that one time and suddenly it seemed like I was going to have to live with the consequences for the rest of my life. The worst part was feeling I could never date men again. In the end, who wants to go out with someone that has sores around her "you know what" area? But since a friend shared this video https://tr.im/nqJ0Z everything changed.
Not only was I able to clear away all traces of the herpes virus from my body in less than 21 days, but I was also able to begin dating again. I even met the man of my dreams and I'm so blessed to write that just last week, in front of everyone in a crowded restaurant, he got down on one knee and proposed to me!!! This system provided me the opportunity to be happy and experience real love again. Now I hope that I can help others by sharing this story.

Yes and also make sure you have not touched your cold sore and then touched yourself down below either. My DR told me that when I was pregnant and had a cold sore.

Yes. And, little boys give themselves herpes in their privates by touching their cold sores and then touching their penises:
