If you can't read the NYS drivers license manual you have no business taking the test or trying for a license. All NYS road and traffic control signs are written in English. Please learn the language if you plan to exploit privileges like driving.

No, but there are plenty of ESL classes available.
ESL = English as a Second Language.
When in Rome, do as the Romans do.
When travelling, learn the language.

No and there will never be one. The signs and instructions along the highways in the U.S. are written in English ... learn it and assimilate. If you are here legally, you are not an Arab-American ... you are an AMERICAN of Arabic extraction!
