Yes you can you need to see a family law solicitor and get them to go to the courts a get a prohibited steps order which will stop this action being taken . You must share parental responsibilty for the child to be able to have any say .
You have rights as does the mother however as we all know youre rights arent as great as the mother .
You should also apply for shared custody this increases youre rights especially if the child spends regular time at youre hime staying with you

If you are in England and Wales, an unmarried father has the same rights as a married father if he has "parental rights", e.g by being named on the birth certificate as the father, by formal agreement or by court order.

This question has so many unknown parts to it. If by "parental responsibility" you mean you two went through the courts and he shares the financial responsibility with you then I would think you would have to let the courts know you want to take the children out of England even though he has not seen them in over two years. You may want to talk to the courts or someone in legal aide to get the advice you want. I really don't know how the courts work in England.

same thing happened to my cousin he was married to a American girl and spent
over 50 grand fee,s trying to get his son back from America
he only gets 6 weeks a year
