Are you talking about the Windows Installation Program? Most computers now a days are preset to boot from the CD-ROM Drive, so try just popping it in there and rebooting.
If that doesn't work, then you need to enter your BIOS and change the boot order. I can give you more specific instructions if I knew the make of your computer, but generally, it's either F1 or F2 to enter the BIOS. There should be a tab that says something like Boot options. You should be able to change it there.

To enter bios mode some PC type varies. Keep pressing F1, F2 and commonly del keys during pc boot up[or start up]. You know where you press the power button and your pc goes "BEEP!"
If you are successfull, your monitor will load a usually blue background screen with lots of options. There should be one called "Boot". Use the arrow keys to move around and enter key to select. On boot menu screen, you may see either a boot sequence or options like "1st boot, 2nd boot.." Either one, change it to boot from CDROM or 1st boot to CDROM. Press F10 to save and exit.
Make sure your WindowsCD is in the cdrom. The PC will restart and hopefully it will boot from the cdrom and installation process will start.

Enter your system's bios set up... You usually have to hit the "del" key on startup but the the key to use usually is displayed at the bottom of the boot screen. Once in your bios setup located the section dealing with boot order. Set your cd rom to be first in the boot order then save and exit the bios setup.
