Anytime/ Everytime the one stamp is not of sufficient value to cover the cost of the postage.

A thirty nine cent First class letter stamp (in USPS) will carry one ounce. If your letter is more than one ounce, or oversized, or not going to a domestic USA address, you will need a higher valued stamp, or more than one stamp.

When it weighs more than one ounce, when it's going overseas, or when the stamps you are using are not the current value (39¢) and smaller value stamps need to be used to make up the difference.

if the cost of the postage comes to a sum there is no price stamp for - maybe something like 59 pence - then they stick a 50p and a 9pm stam on.
