I assume you mean in the way of clothing? Do plan on spending much time outdoors? Is this southern or northern Virginia, in the mountains or by the sea?
Where are you coming from (what temps/weather do you normally experience at that time of year) or during your winter?
Virginia is pretty mild during the winter - half-way between Florida weather and New England weather. It'll be milder near the coast than in the mountains/inland.
There may be some snow, but usually only a few inches, and it won't hang around long.
I've seen flowers (pansies) last outdoors here all winter, even surviving the occasional snow.
Look up climatology for Virginia on the web to get an idea of specific temperatures.
So I think in general a hat, gloves, scarf and a mid-weight coat, maybe a rain coat or outer shell to complement that. Except for the occasional bitter cold morning or unless you plan to be outdoors or by the windy shore, you should be able to get by without some big bulky coat and thermal underwear - though I do wear both of those once in a while.
