From my experience, most stylist cut it wet, but the good ones cut wet for the start of the cut and then do all the layering and detail work when the hair is dry because they can really see how the hair is going to lay. I know this is what I have to have done because my hair drys differently on the right and left side...so if it is cut wet it will end up looking uneven when it is dried.

If you find a hair stylist that cuts your hair while it is dry, or at least does some of the cutting while it's dry, KEEP THEM!
Most stylists cut hair while it's wet. It's much easier to manage wet hair and to see where yo uare cutting. However, when your hair is dry, the stylist can see how your hair lays naturally thus providing the best cut. I prefer when my stylist trims the ends while my hair is wet so he/she can make sure it's even all around then I prefer layering, razoring or texturizing done while my hair is dry.

Wet hair is the best to have cut than dry hair. Wet cut hair you can see if you have left any lengths where as dry cut you can't.

Ive always had my hair cut when it was wet but my mom goes to a lady who cuts her hair dry and then washes and styles it. I guess it depends on whether or not the person cutting the hair know what theyre doing and what they feel most comfortable with.

It all depends on what type or hair, what sort of style, how good the sylist is and if they want to work dry it is okay.
Most stylists cut wet but some of the best ones cut dry (it is a lot more challenging to cut dry).

wet hair for most of the layering and the real work. but sometimes after getting all the length taken off if it is dried to put the finishing touches on the bangs or face frames. when it is dry allows the stylist to see how it lays and how it will act. often times this is done with people who have curly hair or thier hair shrinks up alot after it is dried.

It's better to cut it with wet hair, especially when you are adding in layers or cutting the length. If you're getting something like a fringe or bangs cut, then it's ok to cut it dry. But even then, you blow dry your hair properly and then cut it.

Depends on you really. If you like to see the outcome instantly then with dry but if you're getting it cut with a razor then Im telling you this, it hurts!
Just let them get it wet and sit back and relax and don't worry of how it'll look, and you'll get the style you wanted.

Dry hair, because when your hair is wet, it is like elastic and it is at it's longest point. If you get it cut to your neck when it's wet, then when it dries, it will be much shorter, because your hair goes back to it's normal length when it dries.
