One of the slang meanings is quality marijuana. I am sure, there are others.
It could also refer to anything that pertain to getting “high” or elated. In derogatory meaning it refers to a stock-up female.
The HIV reference is unlikely to cause a suspension and a sexual pose by the name "hiigh five" (sounds similar) is probably unknown to the teachers.

Hifi used to mean High Fidelity like stereo sound in the 50s and 60s.
Hifi used be a slap on the hand as a sign of greeting in the 70s and 80s.. no idea why anyone would get suspended unless its taken on some sort of gang or drug interpretation.

nothing worth getting suspended for. High Fidelity aims to achieve minimal or unnoticeable amounts of noise and distortion.
however, are u sure its "hifi"
at my school, people said "hi-five" when making fun of gay people. apparently its a site for gay people, back in 2005. at least in our town

Hi-Five is also a new term that some have come up with to mean H.I.V. (aids virus) That could also be a reason for it.
