Can't. Microsoft products, legitimate, are not free. How do you think Bill Gates got to be the richest man on the planet? If you just want Office Student/Teacher version, run a search. If you don't get the latest version -- for example, go for Office 2003 - you can get a good deal now.

You can't, legally. But you can download this free alternative, OpenOffice.org. It has Calc, a spreadsheet program a lot like Excel, only free. Get it at http://www.openoffice.org/

No excel is part of the Microsoft Office bundle of programs. Word, Powerpoint, Excel, Access, etc...........You said that you have the Microsoft Works? or Words? If you installed Microsoft Office and you don't have excel, probably during the installlation you customized the installation and deselected Excel. Try to reinstall it again.
