I agree with Julia and CTInesto, the local German Shepperd Rescue will have a variety of dogs to choose from. They may be in foster homes right now just waiting for someone to love them.
There will be a charge cause these dogs have had a vet look at them and they will have had all their shots and will be spayed or neutered and have a chip. For the price you will get a wonderful pet.
I, especially like this way of getting a pet cause you don't have to get all that crap done at your expense. Which would be a lot more if you had to do so.
The cost will depend on the rescue outfit but will probably be around $50.00 to $100.00.

Adopting a dog from a rescue or shelter will cost you far less than any breeder except the really shady ones, which you should avoid anyway because you're probably get sick dogs with unpredictable temperments, and that will end up costing you money down the road anyway.
BUT... Puppies cost money. Very young ones need a series of vaccinations which costs a couple of hundred dollars, and a spay/neuter. Dogs get hurt sometimes, and sick. If you get a dog you're making a commitment to take of that dog. Please be sure you can afford owning the puppy, not just buying the puppy.

You should adopt, BUT if you cant afford an adoption fee, how will you be able to afford a vet bill, or several of them if the dog gets sick? Your not just planning on having a dog where you dont have to spend money on it are ya? Having one requires financial ability to support one, otherwise you shouldnt own one. Not to mention, correct me if I'm wrong but your spelling may ssuggest to some you are not of right age to be responcible for a puppy who will turn into a full grown dog that requires a lot of care and responcibilities...

Try your local animal rescue centre, they may ask you for a small donation, but it will be much cheaper than paying hundreds of $'s for a puppy! If they don't have any , leave your details with them and ask them to contact you if they get anything suitable come into the centre.Hope this helps and good luck searching!
