The machine (Dell Latitude) is capable of and has provided much higher resolution. The Control Panel>Display>Settings will not allow the slider to move from this lowest setting, "16 colors" is also the only option.

You need a driver for the graphics card and the monitor.

640x480 and 16 colors means that your graphics adapter driver is not installed, and the BASIC GRAPHICS are being used.
Look for the driver for the graphics driver, istall it and you'll be fine.
If you install win xp (if your PC can handle it), i don't think you'll face this problem!!!
