It seems to me that traffic, generally speaking, regulates itself better than traffic lights ever seem to do. You can check this out when lghts aren't working ques always seem to be smaller

Traffic engineers determine the placement of traffic lights and other traffic control devices. They review accident reports for trouble intersections to determine how to improve the intersection for safety. They also conduct traffic censuses to record traffic flow. Then they run computer simulations to determine how best to solve any problems.

Sorry but you're wrong; the traffic lights being out temporarily throws people and they drive more cautiously. But thats temporary too. Look at other areas where there are no traffic lights and look for the cautious careful driving there.

Some unnamed non driving nerd who works for the council.Well you would think so the way they keep putting crossing lights just after a roundabout. But they are put there to stop us idiot drivers killing ourself at cross roads and to keep the traffic from clogging up at every junction. These things are looked at in great depth both by police and road councils. So be patient at them cool it and listen to the world go by

i think that too! i hate traffic lights. and why they put traffic lights on roundabouts is beyond me especially during non busy periods, and they don't seem censored anymore! In the early hours or very late ones, i just treat them as give way signs! And look out for the police!!

It is the council on behalf of the highways agency, I think, but you can demand they reconsider and give you the reasons if they decide not to install some. Some neighbours and myself pushed our local council into installing a crossing where they'd already decided one wasn't necessary.

They look for the most inappropriate place and stick them there. Normally done when they need to spend money at the end of the financial year..
