What kind of a seminar is it? If it is for professional poeple, dress professionally. If it is more of a laid back type, dress casual.
Look at your material for the seminar and look at any pictures they may have. Look at how the people in the pictures are dressed. That will give you the best idea

a cute white button up longsleeve shirt with a low cut v-neck, some nice white pearls with ur hair up in a twist and wear a nice knee length black skirt with the slit in the front or back, some black pantyhose and cute black leather high heels.

not too dressy, not too casual, elegantly casual is perfect. last night i went to a christmas pageant. i wanted to wear a black polkadot dress, with a haltered back and heels but instead i wore a polkadot skirt (black and white) a black shirt and red accessories. polkadot is in now so a nice polkadot dress and heels.
