The complete correct answer.
Window blinds have to be up for take off and landing. The reason is in the event of an emergency the cabin crew can build a picture of the outside conditions should they need to evacuate the aircraft. They also need to be open so that the emergeny services can see the conditions inside the cabin so they know what situation they are dealing with.

I always thought that the ground crew needed to see that the passengers were on the plane and fine because if all the blinds were drawn the plane could have been hijacked.
The looking out the window for debris theory doesn't explain why they dim the cabin lights for landing however.

The cabin group remember on passenger's creative and prescient of the full outer airplane,by using fact the only people who can see the engines and what happens interior our environment, are their passengers. group who're seated at their group seats, won't have the skill to work out lots of the airplane's outdoors. and clearly, planes have not got rear view or area view mirrors. questioning from a passenger's standpoint, in case you notice some thing incorrect occurring outdoors, you're able to panic and insist the flight attendant in the present day. top? so as that's how, flight group could be alerted if something is going incorrect: by employing the passengers. The seat is made to the upright postion by using fact it somewhat is the ideal place (incase of crash) which will shield you. If the airplane suffers surprising ask your self, possibility are plenty greater to wreck your spinal cord once you're on your lower back than on your butt!

The correct answer:
In the event of an emergency, the passengers can make an assesment of the situation outside of the aircraft and determine an escape option.
If there is a fire or debris outside, use the doors on the other side of the aircraft. There are many possibilities or outcomes...
Hopefully you wont find out the hard way.

Bruno and Lyndon are nearly right - it's so the emrgency services can see into the seat rows so they know whether they have to come into the wreckage and rescue people/recover people (dead or alive)
So always remember - if you want to be rescued, do what the crew tell you and open your blind!
As I understand it, cabin crew aren't even allowed to order an evacuation on their own - it has to be the pilot?

They are left open so that (and this is all depending on what gender the pilot is) if the pilot gets lost on the runway one of us can give directions. The gender makes a difference because a woman pilot will shout back and ask but have you ever taxi'd for a very long time waiting for the weather conditions to be right ? Nothing wrong with the weather the male pilot just wouldnt ask you directions. Hope that helps buddy.

According to a source, corpses are easier to count when strapped in their seats.
Anyone looking in can also make an assessment of whether it is a rescue or a recovery operation.
