It does have good batteries or power doesn't it?
Turn it off & on to see if that cracks it. If not, you may have to reset it, but this clears all info on the radio. Make a note of your frequencies
Procedure:
1} Turn off.
2} While holding down 2, 9 and Hold, turn it on. Takes about 3 seconds.
3} When done, CLEAr appears

If were mine, I'd take the batteries out and then put those or fresh ones in and see if that unlocks it. If it does not, then I'd contact the manufacturer on line or by phone.

see if there is a manufactures website just do a search on the net for the maufacturer and product if there is then check it out
