It may NEVER be possible to find all of the men who served during the Civil War but there are a lot more records than most people think online. I found a number of sites. If you are looking for a person(s) you may be able to find them in this manner/on these sites. I will list a number of them below:

I afraid there is no such thing. Where you look depends on who you look for and how you look. The (GAR) Grand Old Army records can be found and researched in Washington even though it would be easier to do like you have to do the Confederates go to the individual state and check their records for the rebellion. There is no such thing, and even if there were it would probably not include irregulars. The best record if you want to prove somebody was in on either side would be personal letters, or any record that you can provide that lists that person.
